Abstract
Developing a certain area is affected by the regional surrounding factors, in addition to constituents, hidden powers, and the factors that direct the future development for this area. According to that, the plain desert coast situated on the north of Dakahlia Province (Study Area) was selected as an example of coastal zones along the Mediterranean Sea, in order to propose development for this area. This development proposal considers the capabilities and hidden powers in the area, and characterizes with flexibility to be applicable in other similar areas, keeping in consideration the environmental, social, economic, and urban sides on the local as well as the regional scale.
