Abstract

The approach of urban planning that pursued by contemporary city and in its strategy that depend on the traditional economy became unsuitable to the nature of the changes in the modern world and not cope with the requirements and aspirations of the cities of the future which depend on the base of knowledge economy which characterized by affluence where increasing resources (knowledge) ، and decreasing costs a lot of use، in spite of the elative modernity of the field of knowledge cities, the methodology attempts to adopt the cities and institutions of the concept of a knowledge-based economy have been able to bring about radical changes and tangible results expressed itself in such a short period، and cities such as Boston, Shanghai and Maputo have been able to skip the conceptual stage to the level of analysis and application، and marketing and investment product which based on scientific research and education as a successful, pioneering knowledge cities reap the benefits of cognitive transition, foremost of which is the achievement of sustainable economic growth and regional leadership and support global competitiveness. This research seeks to provide a planning study of what should be the city of knowledge، and identifies the most important policies of the shift towards knowledge cities, urban and formats that have occurred in Strategic plans for those cities, since research suggests reconsideration of the strategic plans on which the Egyptian cities it be cities of knowledge, and through the adoption of plans cognitive strategy, is a knowledge-based economy based on these plans. The research also reviews some of the international experiences of the knowledge cities, inferred some of the lessons learned, and concludes which a research study of the situation of Egypt, shows the ranking of Egypt in the Knowledge Economy Indicators and Global Competitiveness with the study of the opportunities and the potential to improve the position of Egypt and bring it to ranks of developed countries.
