Abstract
Smart cities are essential for addressing globalization, urban overpopulation, and urban growth. This paper discusses the Egyptian government's strategies, policies, and procedures for transforming Sharm-Elsheikh city into a green, smart, safe, secured, and sustainable city. The research aims to learn from COP28 and export an action plan to convert the city from a touristic to a smart green, secure, and sustainable city. The main research question is how COP27 in Egypt will become the COP of implementation, and the hypothesis is that the current mindset for managing economic files may not be suitable for the new economic orientations.
