Abstract
The 15-minute city concept emphasizes the importance of urban planning where essential services and amenities are accessible within a 15-minute walk or bike ride. Geographic Information Systems (GIS) provide powerful tools to evaluate and enhance this concept. This study applies a theoretical framework combined with quantitative methods, utilizing GIS-based network analysis to evaluate the accessibility of key services within a 15-minute walking and cycling distance. The goal is to identify critical amenities that support urban sustainability and mobility. In this case, GIS is used to model El Rehab’s Road network, pedestrian paths, and bike lanes. Network analysis techniques calculate the shortest paths, travel times, and accessibility metrics. These findings are integrated with spatial data on land use and existing services to assess access within the 15-minute threshold. The analysis uncovers strengths and weaknesses in El Rehab’s urban infrastructure, highlighting well-served areas as well as those needing further development to align with the 15-minute city model. Results show that over 85% of the city is covered by services within a 15-minute cycling distance, excluding churches. However, medical services are limited, covering only 19% within walking distance, while recreational services reach 99%. GIS-based methodologies effectively guide urban design and policy by promoting sustainability, reducing car dependency, and enhancing well-being, contributing to the creation of inclusive and resilient urban environments. The findings advance urban planning discussions, emphasizing how technological innovations shape future cities focused on accessibility and residents' quality of life.
