Abstract

This research aims to propose a framework for measuring the effectiveness of cultural heritage management policies in Egypt within the UNESCO thematic indicators for culture in the 2030 Agenda (UNESCO Cultural Indicators | 2030) for Sustainable Development, using a specialized research methodology based on a questionnaire. Linking heritage management and sustainable development is essential in light of the global transformations in the field of heritage conservation, which have shifted from a focus on physical assets to managing cultural values and employing them as an effective tool for achieving sustainable development. The importance of this research stems from the gap between global practices and the Egyptian reality, which faces major challenges in linking cultural and urban heritage and its preservation to achieving comprehensive sustainable development processes, given the shortcomings of laws for the protection of urban heritage. The research proposes a hybrid methodology that combines quantitative and qualitative analysis, relying on a questionnaire directed at experts and specialists in the field of heritage. The questionnaire was built on the four dimensions of UNESCO indicators (environment and resilience, prosperity and livelihoods, knowledge and skills, and inclusion and participation). It aims to assess the current state of heritage management in Egypt and determine its compatibility with these indicators. The analysis demonstrates the need to adapt global indicators to the local context and measure the gap between existing management policies and practices adopted by UNESCO with the aim of providing a comprehensive vision and sustainable innovative solutions for urban heritage management in Egypt.
